MorrowDD Levy Funding ” At-A-Glance”

Morrow County has only one levy for citizens with developmental disabilities. This 3-mill continuing levy was first passed in 1982 and was last replaced in 2014.

Why Is A Replacement On The Ballot?

Morrow DD does not receive additional funding when property values increase

  • Effective rates for continuing levies decline over time as property values increase
  • Insufficient funding for services results as service needs increase and costs rise
  • Morrow County has only one DD levy – we don’t have renewal levies and must replace our current levy or seek a new levy to meet growing service needs and rising costs
  • Currently, Ohio legislators are considering the elimination of replacements for levies effective January 2026. If this happens, Morrow County would only be able to seek a new levy to raise additional funds as service needs and costs increase

A REPLACEMENT WITH 0.25 MILL REDUCTION LEVY IS ON THE NOV. 4 BALLOT

$96 per year ($8.00/month or $0.26/day) per $100,000 of a property’s appraised value

  • Example: $200,000 appraised value = $192 total annual cost for Morrow DD services
  • Replacing this levy is an increase of $35.16 per year from current tax amount ($2.93/month or $0.10/day) for every $100,000 of the property’s appraised value

How does Morrow DD tax revenue support residents with developmental disabilities?

  • Medicaid waiver services – local matching funds are required for community supports
  • Supported Living, Transportation, Special Olympics, and other community supports
  • Early Intervention therapies and services
  • Transition-to-adult supports for youth and young adults, ages 14-22
  • Support of school-age children and their families, especially those with complex needs
  • Ensuring health and wellbeing and investigations of unusual incidents
  • Residential, Adult Day and Transportation Providers – these community partners receive payment for their services from the local matching funds that Morrow DD sends to the state

Morrow DD Levy Committee

Morrow Abilities Partners (“MAP”) is a group of family members and volunteers who promote the social welfare of individuals with developmental disabilities and coordinate Morrow DD levy campaigns. County boards of DD may provide information but are not permitted to directly seek the support of levies and rely on volunteer groups like MAP.  For more information on MAP, you can visit their Facebook page.
